Gradient fill is locking up Photoshop

I am trying to create a simple gradient fill on a layer. I click the gradient tool, then I select Classic Gradient in the tool bar (but PS locks up regardless of what is selected here), then as soon as I click the gradient drop down to change colors or style, PS locks up completely. Nothing ever loads in the drop down, and I cannot close out PS with using Ctrl/Alt/Delete.

I can apply the gradient if I select the default color and style that is currently showing, but I cannot change the gradient style at all.
If I try to use a gradient overlay on the layer, the same thing happens.

I am using PS version 25.7, but I had this problem on the previous release as well, and I just updated this morning hoping it might fix the problem.
