Graphic acceleration bug when resize and resampling image in Photoshop

Hello, I'm trying the latest version of Photoshop (21.2.3) and I encounter a bug when I resize an image using resampling.
For example if I open a photo that is originally 5472x3648 pixels, the crop; and then I resize it, bringing it back to 5472x3648; the scroll zoom or the hand tool, are slow and go ... if I then check in preferences, performance; under the heading "use graphics engine", the wording "unable to detect information" appears, as if my GPU was no longer recognized ... (I have an Nvidia 2080Ti with the latest drivers available; but I have also tried the software on other pc with different configurations, and the situation is the same). The strange thing is that if I install version 21.1.3.190; I don't have any problems; versions released after that, all have the bug.
So I did a bit of testing and I realized that it is related to the type of image sampling used during the enlargement ... Usually I left it in automatic, but if you put on "keep details 2.0", everything works perfectly; with the other methods, I find the problem.

P.s. I would like to clarify that initially the gpu is recognized correctly by Photoshop, but after enlarging and resampling the image, it is no longer recognized ...

Can the problem be solved?

Does you machine have two GPU an Intel one on the motherboard and the one in your Nvidia Display adapter?  Photoshop has problems with multiple GPU and the newer version of Photoshop seem to have problems finding GPU on some machines.

Your Photoshop seems to be loosing your GPU. It may be because there are  two GPU in you  configuration.

Could your GPU be failing?

If you know how to replicate the problem perhaps your English is better.You should Post the problem report and how to reproduce it. I do not seems to able reproduce the problem.

Just checked on my home PC with an RTX 2060 Super and same issue as my work PC with a Nvidia quadro p620

So it related to that the display adapter devices  driver. Doe you try to see if the are newer versions available.

The RTX2060 has the latest driver and Quadro is using a slightly older driver, so 2 different drivers same issue, panning with the hand tool is sluggish, panning with Photoshop CC2019 is super fast in comparison to 2020.

I think the issues are related to when Adobe made changes to the sniffer.exe code, all the GPU related issues started with version 21.2

I have an Intel I9 9900K processor, but the processor's integrated gpu is disabled by motherboard bios, so the system only
uses Nvidia. I noticed other things: the problem occurs if I use resampling in mode: Automatic (Alt + 1);
Preserve Details (enlargement) (Alt + 2); Bicubic Smoother (enlargement) (Alt + 4) and the bug is present ... 
With all the other resampling methods, the bug DOES NOT HAPPEN ... I tried with Bicubic (smooth gradients),
and it works perfectly ...
I cleaned all the GPU drivers with Display Driver Uninstaller and then reinstalled them, but nothing changes.

I also reinstalled the operating system on another disk and tried that one, but the situation is the same
