Graphic texture

Could someone please help me figure out how to achieve this texture and sharpness effect? I've tried using the glow edges tool, but it didn't work as expected. Here is a picture of what I'm aiming for, and here is the current picture I have that I'm trying to apply those effects to(red jersey).

I don't see any special effect there.

You could try clipping two new layers to the subject. Set on to luminosity blend mode and the other to color. Then pain around th edges. The clipping mask will stop the brush marks going outside of the masked subject A very rough dem below.

Not exactly like that. Do you see how in this picture the whole thing is glowing and very sharp? I'm trying to get it like that
