When I copy/paste a layer within a group, transformations apply to the entire group, not just the selected layer.

I am not getting it, probably and others have problem to understand what is exactly going on and thats why you are not getting responses. Can you further explain because as it stands you are describing issue that Photoshop is applying transformation to entire group when you paste layer with transformation?? Can you record short video to showcase your problem?

I'll try to clarify with more detail:  I am creating UV texture maps for a 3d architectural model.  I'll use the example of a six-pane window which I create by painting one pane, then duplicating it five times and grouping the six layers.  In the next step, I will adjust the positions of the six layers by transforming.  However, selecting a single layer within the group will automatically select the entire group so that any transformations that are made will affect every layer in the group.   I can no longer select a single member of a group and perform transformations as I have in previous PS builds.
