hand tool and zoom not working with pen?

I'm trying to zoom and move around an image while using the pen tool. According to the tutorial I'm watching holding down space bar + cmd will allow me to use zoom while in the pen tool and spacebar will bring the hand tool up temporarily to move.

Nothing happens when I press spacebar + cmd (no zoom options) and nothing happens when I press spacebar (no hand tool to move the image).

ok try to reset your settings from preferences...hope all is fine its working fine at my side in CC 2018 windows 10

Hi normally zoom and hand tool works when you are 200-300% level if that is ok ... then try to reset Photoshop from preferences and restart the application...hope that will solve it....Thanks.

I'm watching a tutorial on Phlearn and he definitely wasn't zoomed in 200-300%...
