Hand tool doesn't work as expected in PS 23.5.1

For whatever reason, now that I'm running Photoshop 23.5.1 on a Mac running Monterey 12.6, the hand tool for moving the workspace around the appliction frame stopped working. Space bar or H plus cursor move does nothing. I can't zoom into a specific location. Any ideas?

Have you tried a Preferences Reset?  Sometimes Preferences can get corrupted and needs that.
