PS 24.5.0
When using Hand tool with spacebar, after releasing spacebar Hand tool gets stuck (not changing back to previous tool). Need to click anywhere first to get rid of Hand.

I'm not convinced it's limited to the hand tool - I'm noticing "Sticky" behaviour with the marquee and crop tools too. Sometimes it doesn't register that I've let go of the mouse button and the tool continues to behave as if the mouse button is held down. It's been driving me insane all morning, appears to have crept in in the latest update.

I'm having this problem too. I think it's related to the new Sticky Tools settings but I have that turned off.

Found a solution - follow these steps to backup your preferences, reset them and then restore the backup.

By all reports, resetting preferences fixes this for everybody else. Are you sure you did it correctly? Try again.
In this case I can even add my own experience. I had this too, and resetting prefs fixed it.

This issue came back when I updated to 24.6.0 but the same method fixed it again

It is but like I said it's easily fixed using the 'backup, reset, replace preferences' method described in this thread.

@SaltyNut In the thread I linked, there is a video I attached.
I tested various things and all the cases worked as bugs like that.
(When not resetting, resetting, reinstalling Photoshop, newly installing Windows)
And yes. It's a relief if resetting the preferences has eliminated some people's discomfort.
But what's clear is that bugs do exist. If there's no bug, that doesn't happen at all. This is not an error in the configuration.
