Hand tool issue (keeps moving)

I'm struggling with the hand tool at the moment.

When I press the spacebar to use the hand tool, it continues to move even after I release the spacebar.

Pressing the hand tool button keep it moving and I can stop it by pressing the esc key.

If I try to select a different tool using the shortcut, it will change back to the Hand tool and I can change it after clicking an another tool button several times.

I already tried to turn off 'Enable Flick Panning'..
