Hand tool scrolls all open windows

How do I stop the hand tool from moving the images in all open windows instead of just the one I'm working on? (on iMac)

Look at the Tool Options Bar and see if Scroll All windows is checked.

Normally that only happens if you hold down Shift while dragging the Hand Tool or Shift+Spacebar drag.
