HDR image from final cut pro too bright

Hey all, I've exported a single frame from final cut pro. This image is from a iphone 12. Rec 2020, and HDR. When loaded in to photoshop the image is way too bright, and just simply playing with levels doesn't help much. Is the over exposed looking parts just kinda baked in? and not recoverable. Or should I be doing something in final cut first?

One thing to check: Is the Photoshop setting for proper HDR rendering enabled?
