Photoshop 26.0 introduced HDR support and opens more up with 32-bit. Does this mean that it is now equal to that of Affinity Photo and or GIMP ?

Apologies for not seeing your post for a month. This is an Adobe forum and most of us don't use Affinity or Gimp. If you tested this, please share your results.

I don't think Photoshop HDR display support is finalized on Windows (it is on Mac).

ACR and Lightroom do support it now.

Photoshop 32 bit floating point HDR, which has been available for a long time, is not the same thing. That is strictly for data storage and requires tone mapping into SDR for output.
