Healing Brush and Spot Healing Brush Not Working

Neither the healing brush or spot healing brushes will not work. From LR, I open image in PS.  Tried the following to work non destructively (one at a time) before attempting to use either brush: a. Duplicated background layer,; b. New layer; c. Ctrl J.  Select either brush and attempt to use and nothing happens.

Have tried Reseting Tool too many times and still no good.

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible? 

What are the Tools’ settings in the Options Bar (»Current & Below« or …)? 

Did you Select > All before cmd-J?
