Healing tool not working

For some reason my healing tool is not working. I am able to select the colour i want with the brush but when i try to apply it, it does nothing. I am trying to do some skin retouching so the skin can look even with minimal discolouration but healing tool is not working for me. can someone help? (I'm new to photoshop so I'm still figuring out how most of it works)
