Help my screen doesn't work whenever I open a document

Every time I open photoshop and either create a new file or open one the whole screen does this

When I click on the top left corner I still get the drop down boxes but nothing else works.

Does anyone have any idea what this is or how to fix it?

Hi, have you tried resetting your Photoshop preferences?

open the preferences and select to delete after you quit

Thanks for the help but it turns out photoshop just wasn't cooperating with my graphics card. It works now that it is not using it.
