Although I am working on a 34" monitor, I have difficulty reading the tiny labels on the toolbars. Full disclosure: I am 60 years old!!! I opened PREFERENCES, INTERFACE and then changed the UI font to Large. I closed PS and reopened it, and there was no difference. I tried checking and unchecking the "scale UI to font," which didn't help.
I don't want to change the recommended 2560 x 1080 display resolution.
Any suggestions?

I think the titles of the Panels and the menu are not affected by this setting, only the »content« of the Panels.
Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible from with and without that setting active?

My icons do appear to be a bit larger than yours. I'm using a 32 inch screen 2560 X 1440 so our pixels are very similar in size.

The Toolbar and the Options Bar are enlarged indeed.
As for menus and the Panels’ titles I am afraid you may not have other options save the general resolution.

It looks like you are using Windows. What are your display settings?

As mentioned above: 2560 x 1080 display resolution.
I have had success in the past changing the UI in Illustrator. The difference between small and large is so negligible it's worthless.
