Help with Generative Expand Contextual Bar

Very new to Photoshop, I was trying to follow some youtube videos for Generative fill.  I open the image in Photoshop 2025 and hit "C' to open crop tool.   Gen. Expand Contextual bar shows up, I drag to a 16:9 ratio to increase image size.  In the Youtube videos, as soon they expand the selection, a new bar shows up with " What would you like to genrate..." and a "Generate" button to the right of it.  In mycase, I don't see this new bar with the 'Generate' button.   What am I doing wrong?  

 

I also opened the same image in Photoshop Beta, and same thing happens.  I am using the 26.3 release.

Look at the Crop Tool Option bar. Fill: is set to "Background" by default.  Select Generative Expand then click on your image. Set the Ratio, adjust the grid, then you should see the Generate Button on the Contextual Taskbar.
