Help with tablet issue/settings in Photoshop CS6 extended

I am on a custom built windows 10 pc

I recently got a HUION KAMVAS Pro 12 GT-116 for Christmas, I have been wanting to use the copy of Photoshop CS6 extended i have had for a while but only now have I gotten the tablet to be able to really do stuff with it. I am having an issue where when I try to use the brush tool and try to make small detail lines there is this white circle that appears and basically opens the Rick click option to change brushes and size stuff, I don't want that to be there, I want to just use the pen on the tablet and be able to make these small details or small changes, Does anyone know what I am talking about and/or how to fix that? I have tried looking through the menu but it is vast and I can't seem to find anything about it.

Included below are references in case my explination was not clear enough. 
Circle: Shows that if I just put the pen on the tablet, either holding it still or just making very small lines that cirlce will show up 

Then

Options: This options window for different brush settings will show up, it is every time I try to make small lines that would stay within the circle. 

Any help or advice  would be appreciated.

Did you try go into 'windows pen amd ink' settings and change the 'click and hold option to 'nothing' 🤔

Yes I turned Everything on "Windows pen and ink settings" to be"nothing".
