History Brush not working

There is no error message and the correct layer is selected. Every time I try to use it it says in the history window that the brush has been used, but there are absolutely no changes to the photo itself. Where the selected edit is in the history window timeline (before the step I'm editing or after) also has no impact. I have used the brush many times before on a different device and it has worked for me. Am I doing something wrong, or is this a bug? It is on Photoshop 23.5.1, and Windows.

I can only recommend preference reset because it can solve sometimes strange and weird problems.

I believe you do not see any impact because you are using last modification as state to paint. Click on square in front or on the left side of some previous state and try again. It works normally from my testing.
