Holding 'shift' is making layers jump around the canvas

Whenever I hold shift to move an object along an axis the layer jumps around the screen. If i move the layer quickly I don't get the issue, but if I hold shift for atleast 2 seconds then it will jump around.

I've tried switching from new and legacy control scheme but I can't figure out how to resolve this issue?

It turned out to be a faulty keyboard.

Hi

Not having the issue here on Window 10 with Photoshop 21.0.1, have you tried resetting PS preferences

You may want to backup your custom settings if you have any

I assume when you mention Legacy you're referring to this option

Also check to make sure your GPU driver is up to date from the manufacturers website
