Do you have an example of what you want to make?

 

If you want to make something that looks holographic/iridescent, then you could apply a Gradient Map Adjustment Layer using one of the Iridescent gradients. Here's how that might work if you had a subject in a photo that you wanted to make iridescent:

  1. Open the photo in Photoshop
  2. In the Properties panel, in the Quick Actions section, select Remove Background
  3. Add a Gradient Map Adjustment Layer (Layer > New Adjustment Layer > Gradient Map...) above the subject layer
  4. With the adjustment layer icon selected in the Layers panel, go to the Properties panel (Window > Properties...)
  5. Click on the gradient sample to open the Gradient Editor
  6. Scroll down to the Iridescent folder and select Iridescent_15
  7. Clip the adjustment layer to the subject layer (with the adjustment layer selected, go to Layer > Create Clipping Mask)
  8. Add a solid black layer behind the photo (you could make a new layer and fill it (Edit > Fill) with black or go to Layer > New Fill Layer > Solid Color... and select black)
  9. Drag the black layer below the subject layer

 

You can further edit the gradient in the Gradient Map, apply a Blend Mode (such as Exclusion), or adjust the opacity to customize how the subject looks as a hologram.

 

Then export by going to File > Export > Export As and change the Format to GIF.

 

If you want it to be an animated GIF, then you'll need to add some animation via the Timeline (Window > Timeline) and export by going to File > Export > Save for Web (Legacy). (You can also export a static GIF this way)
