Hello,
This issue started after I had to do a system restore due to a driver problem I had with my usb wifi antenna. I don't know what version I had of photoshop before, but I can tell you that updating to 21.1.2 did not resolve the issue, not was updating the start of the issue.
Everything works other wise, it opens and when the home screen doesn't load I can tap escape and get out of that screen and open / edit / save files like normal. I really was used to seeing the thumbnails of documents I was working on, and I found that home screen feature useful as I switch between documents often. Through all of my searching, all I could find was how to disable the home screen, not how to fix it! Windows 7 user. Thanks to anyone that can help.
EDIT: Sorry I did not reply for so long. I have edited to add screenshots. My preferences currently use the legacy new document interface, because the new one does not work as shown in the images attached.

We are sorry about the experience with Photoshop. It would be helpful if you could share a screenshot of how the home screen appears.
Have you tried to re-install the application to check if that helps? If not, please try that and check if it helps. You can also try to reset the preferences of Photoshop using the steps mentioned here: https://adobe.ly/2Qzc0K3

Sorry but I have toi ask... You do know that the recent files list is cleared with a new Photoshop install? It should remember the recent files list through a simple update though.
If you have done a a full system reinstall then we can assume that Windows 7 is in good health.
How are your Preferences set?

I have added a screenshot of my current settings to the original post. I have not uninstalled and reinstalled photoshop yet, my windows 7 installation is not new, I just did a system restore. I've only updated photoshop and reset my preferences, neither of which solved the problem. Thank you.
