Horizontal Scrolling does not work at all

I am currently running Photoshop 19.1.3 and I can not scroll horizontal at all. I have tried Shift+scroll, control+scroll and all it does is zoom in and out.  I just bought this MX master 2s mouse in hopes to scroll horizontally with the second mouse wheel it offers with no luck either.  I have done a ton of research and have tried the work around to, where you change the (horizontal scroll) to zoom in and out.  This all did work temporally.  I have photoshop on another computer and used this same mouse on it and the horizontal wheel works fine so I know photoshop is capable of doing this but I need this function desperately for my main pc with a 4k display.

The other day I reinstalled photoshop about 15 times trying to delete any files I could find that could be messing up this function.  Each time I would delete all the photoshop files I could find including Programs and the appdata roaming and local. I did manage to get shift+scroll and horizontal scrolling with the side wheel to work 2 times during the 15 installs but it didnt last no more then a hour.  During that hour just loaded a few of my old gradients and patterns.  Since then I reinstalled with out these things and I cant get the side scrolling back.  I really need some help as this is a very important function for me.  I am willing to do what ever it takes to fix this except maybe a entire reinstall of windows. Makes no sense why one Pc can run horizontal scolling and the other one not.  I should say that the one that works is running a older version of photoshop (19.1)  Is any one eles running into these issues?

P.S.  I have also tried shift+scroll and control+scroll with a different  logitech mouse with the same results.

Please help me.  I really want this fixed and I will try almost anything to get horizontal scrolling to work.

    Can you post some screen captures the show your problem?  Show any mouse drivers settings if special mouse scrolling is being is being tried.  It my be your mouse driver. I find my Windows Workstation my Logitech G502 though configured to scroll left and right Photoshop CC 2018 seems to zoom in and out. Is the problem in Windows or Logictech Gamming or Photoshop. I would not know.  CC 2014 and CS6 do nothing when the mouse Wheel is moved sideways.  For me its not a big deal... For I programs them to [] to change brush size. Scroll bars can be dragged with the mouse.....
