When I hover over the satches panel, no matter what tool is selected it changes to a Paint Bucket Tool. If I hover over colour swatch it turns to an Eyedrooper Tool. When clicked, the create a new swatch box appears. Ive restarted the Photoshop application a couple of times, nothing is selected but it continues to keep doing this. Any suggestions???

If the tool is changing to the Paint Bucket tool when holding it over the Swatches panel, the program thinks that you want to create a new color swatch, and by clicking it will bring up the dialog box to create that new swatch. And when you hover over an existing swatch it thinks you want to sample that color.
The program is working like it should--what are you trying to do? Let us know so we can help.

If you look at the tool-bar you will see that your current tool is not changing. However the cursor changes to the eydropper or paint bucket to indicate the operation within the swatches panel (as decribed above by Michelle). So all is working normally.

I am having the same problem with the eyedropper tool, How can I change this? Meaning when the eyedropper showd up, How can i get rid of it?
