Two part question;

1. What is the best way and what program should i use if i want to make a graphic template as shown below?
(As in see the area gray 'HUD' design stuff both above and below?)

2. What program is best to use to make moving motion animated graphics as seen in the above type cutscene?

(Call of Duty Modern Warfare 2 All Briefings/Loading scenes/Cutscenes - YouTube)

What is the intended use? Animation, static graphic, …?

Among Adobe’s products I think Illustrator might offer greater convenience for this than Photoshop.

Im creating a video game cutscene.

Animation? Static Graphic? What do you mean by these please?

I wanted to know if you want to animate the graphic (like use it in a video) as opposed to using it only in an image (like an ad ot poster).

If you need to animate elements in those bars (like the texts) then you might also involve After Effects for example.
