Uncheck "overscroll" in Preferences.

The contextual task bar can be disabled by clicking the three dots.

@NTC Ann

Photoshop does not have a tool in the Tools panel called "Scale tool". What are you calling the "scale tool"  so we can better assist?

I suspect you accidentally pressed Cmd+3 instead of Cmd+E. Open your Channels panel and click the top channel: the composite channel for RGB.

Third tool down on L... was going to try and draw a red box around it but selecting (top R tool) - couldn't get it to do... and couldn't get the type in. What I call resize... Looks like 2 90° angles on top of each other = 3rd on L

When I click on a corner to resize what I want... instead it resizes the whole thing instead of just what I am trying to resize by dragging just the corner down and holding shift so resizes at same size... just bigger or smaller....thanks again!!!!

Lots to learn in this new Photoshop. Have been using Photoshop for many many years and used to my shortcuts, etc.

On newer Macs I think the "Edit" header has been replaced with "Photoshop".

Not quite. "Preferences" have always been in the Application menu on the Mac (Photoshop, Illustrator, Quicken, BitDefender, etc.) They have never been in the Edit menu — that's Windows only.

What has changed is that in macOS13, Apple has changed the word "Preferences" to "System Settings". (In macOS12 and earlier, it's Preferences.)

On this page users can select their macOS and see where to find Preferences/System Settings.
