Sorry for your loss.

Without access to the device(s) on which Creative Suite apps were previously installed, you're stuck.  Given the advanced age of CS, there is no other way to deactivate.  And it's impossible to reset activation counts.

MODERN OPTIONS:
==============
Photoshop Elements (3 year license).

Creative Cloud Photography (12-month plan)

Like you say Nancy. Deactivating is irrelevant as there is no way to reactivate CS5 on a new system.

Some CS5 & CS6 customers have had success with OFFLINE activation by generating a response code and then disconnecting from the Internet.  But this won't help them if their activation limit is exceeded.

IMO, Adobe should lay the Creative Suite monster to rest. At this point, it's a bigger hassle than it's worth.

I saw on my Adobe account page, under "Plans and Payment" there is an Activated Devices tab, with an option to deactivate a device. I used this to clean out any residual activations on my retired [but still (barely) functional] old computer. I'd always thought activations were per app, not per device.

Remote Deactivation is only possible for Creative Cloud subscribers.  It does nothing for legacy Creative Suite products.

Most legacy apps shipped with a 2 activation count limit per license.  To free up activations for a 3rd machine, the user must have access to the devices on which CS was installed.  Failing that, it's the end of the road. 😞

It's got to the point now that I rarely open pre-Creative Cloud threads.  I do feel the people that paid for a license, and can no longer use it, but if it needs a dedicated server to support twelve year old software, then you have to wonder where do you draw the line?  It's not like Photoshop is their only option.
