How can I genarate this template

You would re-draw it using vector-based tools like Illustrator. In PS you could use shape paths, but it's not as intuitive.

One can generate a radial dot grid in Photoshop but vector output would be preferable in many cases (as indicated by @Mylenium ).

I used Filter > Distort > Polar Coordinates to make a Smart Object of a distorted dot pattern circular and set it to the Blend Mode »Hard Mix«.

New layer > white to black radial gradient

Filter > Filter Gallery > Sketch > Halftone (Size 2, contrast 20)

The bird design has to be made with the Pen tool. Either fill a selection of make it a shape layer.

I decided that you wanted the haltone to be a bit mauve, so I clipped a layer to the halftone layer, filled with the mauve/purple colour and set its blend mode to Color

I didnt understand how you generate these tmplate. I only able to get this template after (Filter > Distort > Polar Coordinates) I get this object. But the next step I don´t know how to do it.To get to this one. And the other pictures from you.

One needs to create a »dot«-Pattern first and distort it.

Thanks for the answer, I tried it and it work but one thick didn´t. When I activate the Gradient Fill it looks so.

First: The Pattern needs to be neutral and atop the neutral Gradient (or other content) and be set to the Blend Mode »Hard Mix«. 

If you want the stuff to be colored then you can add another Layer set to Blend Mode »Screen«.
