I am currently working on a pointalist drawing for a school project and i have been eyedropping and then placing each dot by hand. the problem is when i do this i can see where I am placing hte dots cause their the same color as the background. i was wondering if there is a way to make the eyedropper tool ignore the opacity of the all layers.

Could you please post screenshots taken at View > 100% with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

If you set the Eyedropper Tool to »Current & Below« then that’s what it will register and the transparency of the involved Layers will play into the result.
