How can I make Rounded Square/corners Pixelated Mosaic effect in an Image?

How can I achieve this Rounded square or corners, in this Pixelated mosaic effect on [link removed] ?

Or any Plug-in that you know of? Any Adobe design tool that this can be achieved?

2 filters combined: Patchwork + Median.

With images that were 1000px for the largest dimension I got something reasonably close.

Make several versions of the patchwork+median combo to get the 'revealing' effect and stack them in a gif.
