How do I apply a Library Swatch to a Layer Style?

I've been trying to use the Libraries panel for organizing swatches and gradients for certain jobs, but I can't seem to get it to "work."

 

For example, I want to apply a swatch from my current library to a layer style (outer glow) but when I hover or click on a library swatch from the color picker, nothing happens.

 

Also, I cannot rearrange swatches within the panel, but that's another strike against libraries.

 

Searched online for answers but all I can find is general confusion and frustration about how libraries function (or lack of).

I haven't figured out how to select a "swatch" from your Libraries (not to be confused with recent color selections in the Swatch panel), but reordering colors in the Libraries tab requires changing view to custom group:

Within custom group, sort by Name, custom order, date modified.
