How do I change the ctrl+alt+drag shortcut key?

I went from Clip Studio to Photoshop, but I don't see any place where I can change the shortcut key that requires a right-click.

Because of this, it is hard to duplicate layers and move to layer. Is it possible to change the right-click shortcutkey to Photoshop?
