It's all very basic, but a good little project to get you started with Photoshop.

First you need to know the document size.  If it is 1080P it will be 1920 pixels x 1080 pixels, so make a new document the appropriate size.

c.p. suggested using Stroke to make the outline.  There are two ways to do that.

1)  Use Ctrl A to select all, and then Edit > Stroke  and use 20 pixels with it set to Inside.

2) A better way is to use Layer styles, which is also what c.p. suggested.

So make a new layer, and call it Outline

The stroke needs some content to work on, so fill the layer with any colour you like.

At the top of the layers panel, set Fill Opacity to 0% (the colour will disappear)

Double click that layer, and the Layer Styles panel will open.

Select Stroke. Set size to 30 pixels (or whatever works for you)

Position to Inside

Blend mode to Normal

Select the colour you want to use — I placed your template into the document, so I just selected the orange from the template.

Hit OK

You'll need to make your text next, so that you'll know how to size the rectangle behind it.

Make the text black for now, so you can see it.

Make a new layer bellow the Type layer and call it Orange rectangle

Select the rectangle Marquee tool, and drag a window behind the Chapter 1 text, and fill it with Orange (Alt Backspace)

Select the Type layer and Type tool and change the colour to White in the Options bar.

You are almost done, but need to know the best what to use it.  What I suggest is

Turn off the background layer, because it needs to be transparent

Turn off the template layer if it is there.

Select all of the active layers. Right click and chose Convert to Smart Object

Now comes the clever bit

Open the Libraries panel and click on Create New Library. Call it something like Video Overlays

Note I have renamed the Smart object

Drag the Smart Object from the layers panel to the Library panel

You now have that template available to use forever more, and can even use it from other computers if you have it saved to the cloud.  Build up a collection of such templates.  I should have actually named to the Smart Object something like Orange Outline 1080P  to differentiate from other sizes like 4K that you might have from a GoPro or DJI drone.  I am sure you'll get the idea.

Try the Layer Styles »Stroke«, »Bevel and Emboss«, »Drop Shadow«.
