How do I export video at 4k in Photoshop

There's an option for 4k but I can't select it. How do I make it selectable?

Photoshop is first & foremost a picture editor, not a video app. As such, it's not suited for 4K output.

 

Below is a How To Video for Premiere Pro which is what you should be using for this.

I seem to vaguely remember that this never worked right even in Premiere and After effects back then, so it's probably some bug in the encoder communicating with the host apps. I wouldn't worry too much. Just render your file as is.
