I am going to clarify that answer with "press and hold" on the Marquee tool and count to 2. Then the hidden tools will appear. If you simply click, you will select the tool displayed on top.

Alternatively, you can hold the Option key (Windows: Alt key) and click on a tool to cycle through the options.
