Just as a test, does turning off "Use Graphics Processor" and restarting Photoshop correct the issue?

That does seem to get rid of the artifacting! But it doesn't allow me to rotate the canvas without this error. And it makes zooming in and out of the image not smooth.
I am using an artboard, maybe that has something to do with it?

Rotating the canvas is a pretty big part of my workflow otherwise this probably would've worked haha

Okay, I just turned off Multithreaded compositing and it seems like it's working!!

Fantastic. You may at least have a partial "solution". Hopefully some more tech savy people will have some alternate suggestions. Have you also updated all your graphics drivers?
