how do i make a license plate more clear?

hi i am new to photoshop. i was involved in a hit and run and have a photo of the car from my dash cam but it is really blurry and i am unable to clear it up...car is severely sratched in the rear and i just got my car back the night before this happened from repairs...anyone able to help? please help...i can provide a photo of the car below:

If that's the highest resolution you have of the image, you're not going to have much luck.  There is insufficient detail to recover...
