OK so I was scrolling down YT and noticed this really cool floater-type effect on this thubnail. Anyone know how to make it???

    Hello, "Noopsies" as would German Photoshop Master Olaf Giermann call them... 

    I would use a brush, set a low opacity and play with blending modes like screen, Overlay...

      I was able to contact him, the name was Nupsies in German, he created them... by photographying rain with a flash... Then bringing the image in photoshop and playing with blending modes, etc. (you could create a brush, so that it could paint the color you want)
