How do I 'Place' a picture that will then fit the arboard.

I have recently reinstalled Photoshop on a new work machine and cannot figure out what setting I had set that pertains to this...

 

I am working in a 300x300 @ 72 DPI  PSD. I need to import a 1000x1000 @ 300DPI image. Previously, when I would import, the picture would fit the artboard entirely. But now, instead of doing that, it's scaled down to be even smaller than the 300x300 form factor. Also, I can't make the image 'snap' to the edges even though all snapping is available.

 

Anyone know how to deal with this? I'm on the latest version of PS 2021 CC.
