How do I set keyboard shortcut for Video Layers > Insert Blank Frame ?

Currently I have set the shortcut Ctrl+B here:

Keyboard Shortcuts and Menus > Panel Menus > Timeline (Frames) > New Frame

I have this exact same setting on my Macbook Photoshop, but it's NOT WORKING on my Windows PC Photoshop. Any guidance would be much appreciated.

I am testing on Win 10 and everything works fine. Can you check again what is set in

Keyboard Shortcuts and Menus > Panel Menus > Timeline (Frames) > New Frame

Perhaps that shortcut has conflict with some other application. What is happening if you change shortcut to something else?

I just realized "Insert Blank Frame" is actually here: Applications Menus > Layers > Video Layers > Insert Blank Frame ;

not under Panels Menu.

Appreciate your taking time. Thought I'd post anyways for anyone else who is confused.
