How Do I turn off the Creative Cloud Default when saving Version 23.4.2

I loaded the new version, and everytime I try to save a file it defaults to Create Cloud. We never save to the cloud. How do we turn this off and go back to the regular save as dialog?

Preferences>File Handling> change Default File Location to On Your Computer

I have the same problem and this did not fix it for me, is there something more I can do?

Perhaps you can try with preferences reset https://helpx.adobe.com/photoshop/using/preferences.html
