I want to add a frame or stoke to the INSIDE of an image.

Please see the attachment for an example.

I know how to do it using the stroke selection for the outside of an image but not sure how to acheive it for the inside of an image.

Use the rectangle tool to the size you want the frame.

With the pen tool selected, right-click the rectangle and choose "Make Selection."

Make a new layer - I named mine "Frame Stroke"

Disable the rectangle layer but leave the marching ants.

On the new layer, go Edit>Stroke and choose the pixel width of the stroke

Hello, you would need to create a shape with no fill but a stroke, or to Jump (CTRL+J) a selection, then apply a stroke layer style.
