How do you assign spring-loaded keys

I've seen many posts of people looking to disable the spring-loaded key feature but I want to make some keyboard shortcuts exclusively spring-loaded. The space bar is used as a spring-loaded shortcut for the hand tool is there a way to pick and choose other keys that I want to be spring-loaded exclusively? 

I use the rotate tool and hand tool when drawing to both rotate and pan the canvas but, sometimes when using in tandem it will switch to the rotate tool and I would need to manually switch back to the brush tool by pressing B. Just like the spacebar will never fully switch to the hand tool I want the R key to never fully switch to the Rotate tool.
