Well, a couple of thoughts as it appears you are asking about the toolbar for the Move Tool:

1.  Go to Edit>Toolbar and see if the Move Tool is activate in the Customize Toolbar menu.  If it is NOT visible, you can click on Restore Defaults which should restore the Move Tool and any others that may have been deleted

2.  Go to Windows>Workspace and see if somehow some strage workspace has been created/selected.  If so, you can click on Essentials (Default) which should return you to the basics where the Move Tool is visible

Hope this helps.

Cheers,

Mel

Hi

Mel has given you the correct answer, but I checked in PS 2017 to confirm that it's the same in your old version. It is.

Can you tell us why you are still using CC2017?  That sometimes indicates a non legal version, and there is no way of knowing what issues such a version might have.
