How Smooth Edges of Curve

Is there any way to smooth the edges where this shape is curved? The oblong is one layer and the blue is a layer below it. I'd like to get rid of the jagged edges.

Also pay attention to how much you zoom in on the image and the pixel dimensions as these affect how smooth the edge appears.

With a shape that simple , I would draw round it with the pen tool, dragging the handles at each corner, then from the resulting path create a shape layer. That will be smooth and scalable

I've never worked with the Pen Tool, so I'll now research some tutorials and let you know if I can make the Pen Tool do the job.
