how to achieve vintage/retro texture on design?

Please see the attached screenshot

It's the small and minimal white splots AND the faded textur-ey colours on the petals. This is what I'm trying to achieve and would love to know how to do that.

Do I have to get a vintage paper background and a dust texture on top? I don't quite know how to do it as flawlessly and well executed as the person has in this screenshot.

@Wetrivk first - looking at this it appears to be a photograph of an actual screen printed design on fabric - not a Photoshop composite (or else a very convincing one). Most"vintage" paper/textile backgrounds are available from stock sites like Adobe Stock. Texture brushes are widely available as downloads via google searches from sites like Brusheezy or the Adobe Photoshop Brushes page:
