How to apply filter in ps to the whole video

when editing the video in PS, how can i apply the filter(like Watercolor) to the whole video, but not single fram?

    Have you tried converting the video clip to a smart object, the applying the watercolor filter to the smart object?

    What Chuck suggests should work. Convert the video to a smart object, in the layer panel. Then apply the filter, which becomes a smart filter because it is applied to a smart object.

    Could you please post a screenshot with the pertinent Panels (Layers, Timeline, Options Bar, …) visible?

    I expect you should use Timeline Animation as opposed to Frame Animation gif you want to Filter a video.

    i have tried both Timeline Animation and Frame Animation but both failed.

    It you're using a web browser on Windows or a MAC click on the Insert Image icon

    I don't think is possible to add an image using a mobile device
