Hello I want to switch between the two languages in Photoshop CC19, Russian and English.

I need support for two languages at the same time, not just one.

How can I do that?

I see no problem. If you install Russian after you install English, then it is now an option under UI (User Interface) Language in Preferences. Select your language and restart Photoshop.

    Thank you!

That’s what I’m asking: how to set up an already installed Photoshop to switch from one language to another? Unfortunately on my photoshop there is no such possibility

If you have both languages installed and you do not see the selection, uninstall Photoshop (but keep your Preferences).  First Install English, check to see it works, the go back and add Russian. You should see both choices, but can only select and use one at a time.

First you must add the language with the Creative Cloud App

First go to the Creative Cloud Desktop app Preferences and choose the version of English you want:

Then go from Preferences to the Apps list and click Install

When you see the Open button the language is installed and will appear in the list.

I added Russian and it appears in the list:

And I can change to it:   Remember to quit and restart Photoshop after you select your language.

    Thank!
but it does not help me.

The support says: If you want to apply the language change to an app that you have already installed on your computer, change the language preference, and then uninstall and reinstall the app. You can do this easily in the Creative Cloud desktop app.

I don’t want to reinstall Photoshop because there are a lot of plugins installed on it and I’m afraid of losing them.

You may want to add your vote to that Feature Request and add a post pointing out that and how the current implementation is not sufficient for your needs.
