How to create such a linear image from a photo?

I've got a Facebook feed ad showing this image for installing an app called PicsArt but it seems that it was just a clickbait as that app cannot do such drawings from photos as the Ad image suggests. Anyways, is there an automated photoshop action that could achieve this effect? If not, is there a good tutorial on this?

Bottom line, I also have access to google so I only need to know what should I look for, so what name does this action/effect have?

For something that simple, the pen tool and manually drawing it would be the best. Any automated process would give you more detailed lines, in places that you wouldn't want.
