How to create this light stretching effect?

Ive seen this done by a few photographers but never seen a tutorial and dont know where to begin.

The middle one looks kind of like a Radial Blur (Zoom), the other two seems to employ a long exposure.

This has probably nothing to do with Photoshop, but with photography. Night photography is done with long exposures and the lights from moving cars show as streaks. Your second picture can be done by zooming during the exposure. That one could also be reproduced in Photoshop, as well as the mirror exposure in your last picture.
