First see in the Glyphs Panel if such a thing is available. 

If not you can

• either add a Shape Layer

• or try to use Baseline Shift, Size, Kerning, … to combine two letters into the combination you want. (edited)

i copied it from here, it pastes everywhere except photoshop, there is no line on any font i try in Ps.

That screenshot is not exactly useful, please provide meaningful information. 

 

Edit: Sorry, now I found the page. 

The »No.« is a Glyph, if there is no Glyph for »Co.« then you need to build/combine it.

If there is no Glyph for that in a font then it does not matter what you image to be »proper«. 

Notice that when you select the »No« on that page it is one »letter« and the »Co« are two?
